Gas system certification: conformity and rispondenza
When people talk about gas system certification, they usually mean the declaration of conformity, the document a qualified business issues at the end of the work. For older systems there is also the declaration of rispondenza. Here we explain which one you need, who can sign it and what happens if the system is not up to standard.
Quote before we start about 1 hour 30 minutesHob connection, leak test, declaration of conformity

Do not replace pipes, fittings or gas taps yourself and do not test for leaks with a flame. If you smell gas during a check, follow the emergency instructions: no switches, windows open, out of the home and a call from outside to the distributor's emergency line.
Recognise the problem
- The distributor is asking you for the documents to activate the gas
- You have redone the kitchen and moved the gas point
- You cannot find the system's declaration of conformity
- The system is old and you do not know who built it
- You need the document for an application or the building manager is asking for it
The most common causes
- 1
New work or changes
Every time a business installs, modifies or extends the gas system, it must give you the declaration of conformity for that work.
- 2
Activating the supply
To activate gas on a new or modified system, the distributor checks the documents, in a procedure called the accertamento documentale.
- 3
Lost documents on old systems
If the system was built before 27 March 2008 and the declaration cannot be found, it can be replaced with the declaration of rispondenza.
- 4
System not up to standard
If the survey finds pipes, ventilation or flues in the wrong place, the work is done first and the declaration is issued afterwards.
What you can safely check yourself
- Look through your home documents for the declaration of conformity and its attachments
- Ask the previous owner or the building manager whether they have a copy
- Find out the year the system, or the last job on it, was done
- Read on the cooker's flexible hose the type and any expiry date
- Check that the ventilation openings are not closed
Never open the boiler or the gas water heater, and always switch off the power before touching an electrical appliance. If in doubt, call us.
When you need a technician at home
- A survey with a tightness test of the system is needed
- Pipes, fittings or the cooker hose need replacing
- The ventilation or the flue are not adequate
- You need to activate gas on a new or modified system
Declaration of conformity: what is in it
It is required by article 7 of DM 37/2008: at the end of the work, after the required checks, including functional ones, the installing business gives the client the declaration of conformity. It is filled in on an official form attached to the decree.
It includes the report on the type of materials used and the design or, when a design is not mandatory, at least the diagram of the system as built. If one of these attachments is missing, the document is incomplete.
One thing to know: the conformity covers the work carried out. If your hob is connected, the declaration covers that job and does not certify the whole gas system of the home.
Declaration of rispondenza: for systems built before 2008
If the system was built before DM 37/2008 came into force, that is before 27 March 2008, and the declaration of conformity was never made or can no longer be found, it can be replaced with the declaration of rispondenza. It is issued after a survey and checks on the system.
Not just anyone can sign it. It needs a professional on the register who has worked for at least five years in the field of the system or, for systems that do not require a design, the technical manager of a qualified business who has held that role for at least five years.
For systems built after 27 March 2008 rispondenza is not allowed. If the conformity is missing, the system is checked, the necessary work is done and a new declaration of conformity is issued. On a video call we help you understand which of the two cases you are in.
Cooker hoses and the distributor's document check
During a check of the system, the cooker connection is also looked at. A rubber hose conforming to UNI 7140 has an expiry date printed on it, which must be respected even if the hose looks in good condition. A stainless steel flexible hose conforming to UNI EN 14800 has no expiry date, but it must still be checked and replaced if damaged.
When gas is activated on a new or modified system, the distributor carries out the accertamento documentale required by ARERA, the authority that regulates the sector. It checks the declaration of conformity and its attachments. If the documents are incomplete the supply does not start, so it is best to prepare them with the business before making the request.
Want to know what it is first? Show us
On a video call we look together at the documents you have and the year of the system, and you show us the meter, pipes, flexible hoses and ventilation. We tell you which document you need and whether the system needs work first. The survey with the tests is then done at your home, and you receive the quote beforehand.
Video consultation, up to 15 minutes: €9.90 (€14.90 on Sundays), deducted from the bill if we then come to your home.

Frequently asked questions
How much does gas system certification cost?
It depends on what has to be done: documenting a job just completed is different from replacing pipes or redoing ventilation before a declaration can be made. That is why there is no single price. After the survey we give you the quote, before we start. If you want an idea sooner, we can talk it through remotely.
Who issues the declaration of conformity?
The business that carried out the work, if it is qualified for gas systems, which is letter E of DM 37/2008. It issues it at the end, after the checks, together with the attachments.
What is the difference between conformity and rispondenza?
Conformity is issued by the business for a job it has just done. Rispondenza is for systems built before 27 March 2008 that have been left without documents, and it is signed, after a survey, by a professional or a technical manager with at least five years in the field.
Is there a cooker gas hose with no expiry date?
Yes, the stainless steel flexible hose conforming to UNI EN 14800 has no printed expiry date. The rubber one conforming to UNI 7140 does, and it must be replaced by that date. Steel too must be checked and replaced if it is crushed or damaged.
I have lost the declaration. Can I get a copy?
You can ask the business that built the system, if you can trace it. For new installations and refurbishments, DM 37/2008 requires the business to file it within 30 days with the Comune's one-stop shop for building (sportello unico per l'edilizia), where a copy may be held. If it cannot be found, we look at rispondenza or a new check.
